A new and exciting position in Oxfam Kenya’s programme, created to ensure greater impact for the country’s most marginalised people through the strengthening and strategic leadership of Oxfam Kenya’s National Pillars - advocacy, governance, peace building, climate change and private sector engagement interventions (including work within the Oil and Gas sector). 

S/he will also be responsible for the management of one of Oxfam’s leading Urban programmes during the six month leave of absence of the Urban Programme Manager.
 
Reporting to the Country Director, the post holder is a member of the Senior Management Team and will have the ambitious task of ensuring Oxfam and its partners become leading advocates, catalysts and innovators for change; ensuring greater balance between these aspects of our programme and our longer term service delivery and capacity building work.
 
Supporting the success of the programme strategy will include helping to ensure the financial viability of these programmes, including donor liaison, contract management, budget oversight and the identification of funding opportunities from new and existing partners.
 
The NPC will manage 3 national advisors, enabling them to maximise their contribution to the quality and development of the broader Kenya and regional programme. 

The post holder will ensure that Oxfam Kenya follows a one-programme approach; adding value to our long term development work supporting the Kenya Advocacy Advisor in developing and implementing our campaigns and collaborating with the Humanitarian Advisor to strengthen our emergency preparedness and response. and individual campaigns, develop an enabling environment for the Urban Programme to progress from its pilot phase to a leader in its field both within Oxfam’s Global work and in Kenya. 

S/he will be expected to represent Oxfam’s programmes nationally and internationally with Government, UN agencies, other NGOs, donors and Oxfam International.
 
To be successful in this role you will have the following attributes: the imagination and experience to recognise the enormous potential present in Kenya’s civil society, urban communities and private sector; the ambition and imagination to work within the decentralisation process to help realise that potential for the benefit of Kenya’s most marginalised populations; and a commitment to social and economic justice.
 
You will also possess a bachelor’s degree in a relevant field, have substantial experience of managing humanitarian and development programmes of a significant size, have proven fundraising skills and demonstrate high-level strategic, analytical and conceptual ability.
 
You will demonstrate a record of delivering strategic chance within specific timeframes, experience of integrating gender and diversity into programme work and experience of proposal writing and donor reporting, budgeting and performance management. 

You will have an ability to respond to and identify opportunities arising from events and longer term trends and proven experience in building successful advocacy/popular mobilisation campaigns with partners and demonstrable courage in embracing innovation and difficult change are highly valued.

This is a senior position, leading and representing one of Oxfam largest programmes in its global portfolio at this unique juncture in Kenya’s social, political and economic development.

The Programme Coordinator will manage a portfolio of innovative programmes that seek to: promote markets based livelihoods through the careful promotion of a cash economy, reduce or eliminate the need for perpetual food distributions and resulting dependency; and increase the resilience of all people and notably pastoralists to external shocks. 
Oxfam intends to be contribute to the success of Kenya’s devolution programme by working with and supporting new government structures, promoting peace and empowering citizens to have a voice and hold their leaders to account.
 
The Programme Coordinator will be responsible for the lead and management of the Turkana program with a specific focus to program development, innovation and representation 

S/he will be responsible for a significant budget, a large staff, complex donor relations, local advocacy and Monitoring Evaluation Accountability & Learning (MEAL).
 
The post holder is a member of the Country Management Team and reports to the ASAL Coordinator (based in Nairobi).

You will also have a minimum of a first degree in social sciences, coupled with in-depth experience of managing development and/or humanitarian projects and advocacy/governance. 

You will have proven leadership and management skills, demonstrating an ability to communicate and delegate effectively within a diverse and motivated team whilst also having ability to work independently with appropriate attention to detail, as required. 

Proven ability to analyse complex external contexts, monitor change and translate into appropriate planning and action in line with a good understanding of Disaster Risk Reduction, and when necessary, ensuring appropriate application of standards in humanitarian response is essential.

You will demonstrate the ability to identify and implement opportunities for innovation. 

Equally important is your diplomacy, influencing and negotiating skills and ability to build good relations both internally and externally.

Exposure to the development aid environment is preferred but candidates who have demonstrated abilities in managing projects for social change will be considered.

Senior Policy Advocacy Fellows
 
The Alliance for a Green Revolution in Africa (AGRA) is a not-for-profit organization formed in 2006 to work with African governments, farmers, donors, NGOs and the private sector to reduce hunger and poverty in Africa through agricultural development targeted at resource poor farmers. AGRA has its headquarters in Nairobi, Kenya and an office in Accra, Ghana.
 
AGRA’s Policy and Partnerships Program aims to increase the capacity of African governments and institutions to develop evidence-based agricultural policies that will drive accelerated and sustained adoption of agricultural technologies by smallholder farmers, raise household incomes and assure household and national food security in four (4) priority countries: Ghana, Mali, Mozambique, and Tanzania. 

The Policy program focuses on five core priority policy areas: Seed sector policies and regulations to speed up adoption of crop varieties; Soil health policies to improve soil and crop productivity; Staple crop market and trade policies to stimulate expansion and efficiency; Land and property rights policies to stimulate equitable agricultural growth for the poor; and environmental and climate change resilience policies.

To achieve its objectives, AGRA is enhancing local capacity for policy analysis and advocacy in each of the priority countries through “policy action nodes”. 

A policy action node is a group of existing or new policy research institutions and other stakeholders that have the technical expertise and are willing to work together to address policy, institutional and regulatory bottlenecks along an agricultural value chain. 

A loose network of Policy Action Nodes constitutes a Policy Hub. 

AGRA is also implementing the AGRA Policy Advocacy Fellowships Program (APAFP) with a broad objective to generate evidence for policy advocacy by the policy action nodes.
 
The AGRA Policy Program intends to recruit two (2) Senior Policy Fellows for the Ghana and Tanzania Policy Hubs with the lead responsibility of advocating and promoting more effective policies in agricultural and rural development. 

Expected to be drawn from a pool of well trained and highly experienced individuals, the Senior Policy Fellows would be provided with the financial support needed to conduct policy analysis and advocacy to support the Policy Action Nodes’ agenda in Ghana and Tanzania.

Qualifications
  • Candidates should have an advanced university degree in agricultural economics, economics, development studies, public policy, management or other relevant subject with at least fifteen (15) years of experience.
  • Senior policy makers with sound understanding of the political economy that shapes agricultural policies who can help translate evidence-based policies into action through their high-level connections with policy makers are also considered. Recently retired Policy Makers are strongly encouraged to apply.
  • Extensive experience and familiarity with the seeds, soil, market, land and property rights, and environment and climate change policies.
  • Proven intellectual, managerial and technical leadership of a high order in the relevant subject areas
  • Extensive experience in the handling of agricultural policies.
  • Ability to lead and work effectively with people of different backgrounds in a domestic or international environment.
Competences: 
  • Candidates should be conversant with current development debates and policies and should have experience of primary research in developing countries, working both independently and in close collaboration with development actors and institutions in those countries. 
  • Experience of coordinating research projects and managing collaborative teams is also essential.
Duration and Location: The Senior Policy Fellowship will be held for up to two (2) years in duration and will be located at the Science and Technology Policy Research Institute (STEPRI) in Accra for Ghana, and at the Research on Poverty Alleviation for Tanzania.
