Overall Purpose of the position

The position is responsible for design, implementation and maintenance of the university’s website and integration of other web services in line with strategic objectives.

Key Responsibilities:
  • Co-ordinate the inputting of regular content from a range of sources in liaison with corporate affairs within the approved procedures.
  • Ensure appropriate design and update of the website as per the university requirement
  • Ensure day-to-day maintenance of the university’s website
  • Work with the computing staff in implementing web systems and designs
  • Provide service across the university to ensure that the website accurately reflects and supports the activities of the external and internal University community
  • Oversee development, enhancement and implementation of internet technology
  • Manage quality and content of university intranet
  • Ensure correspondence generated by the web site are received and forwarded for action
  • Ensure an interactive and updated website
  • Assist with other general communications-related tasks as required, such as picture management, story management
  • Perform any other duties as may be assigned from time to time
Technical Skills/Competencies:

Save the Children Kenya, Care International in Kenya, Islamic Relief and FH Kenya have on going programmes in Northern Kenya that seek to meet immediate needs and build the capacity of households and communities in Arid and Semi Arid Lands (ASALS) to withstand future shocks.

The areas of operation include: Marsabit, Moyale, Wajir and Mandera and the project’s thematic areas are: Food Security, WASH and Health.

Following the 2010-2011 protracted drought that affected pastoralists in Northern Kenya, these four organizations with funding from DFID agreed to form a Consortium under Improving Resilience and Reducing Dependence Project (IRRD), led by Save the Children Kenya Programme.

The goal of the programme is to save lives, alleviate suffering and maintain dignity amongst drought affected communities in Northern Kenya, which will directly contribute to stabilizing food security and protecting the livelihoods drought affected households in Northern Kenya.

Its main purpose is to meet the immediate needs of young children and their families while protecting livelihoods and restoring community resilience. The project started on August 01, 2011 and closes March 31, 2012.

About the Consultancy assignment:

The evaluation is required to examine the extent to which the project satisfactorily achieved its three outputs in terms of effectiveness, efficiency, impact, coordination as well as sustainability.
Critical Issues to consider include; Relevance and Appropriateness, Timeliness, Efficiency (Value for Money), Effectiveness/performance, Impact and Sustainability.

The consultant shall report directly to IRRD DFID Consortium Manager and evaluation methodology requires each Prospective consultant to submit a detailed methodology based on their interpretation of the evaluation objectives.

The consultancy shall be completed within a period of 30 days and as part of Evaluation Process, the Consultant will prepare and submit the proposed evaluation methodology based on his/her interpretation of the evaluation objectives, Evaluation Workplan, Field Visits schedule, findings, a draft and then final evaluation report.

Consultant Specifications/ required competencies:
  • Monitoring and Evaluation Expert with at least 10 years experience in evaluating humanitarian programmes in developing countries;
  • Extensive knowledge of Core Humanitarian Sectors- Food Security, WASH and Health;
  • Fluent in English and one or more of the following languages Kiswahili and/or Somali;
  • Fully acquainted with project lifecycle management;
  • Experienced in the pastoral areas of Kenya;
  • Willing to work in Mandera, Wajir, Marsabit and Moyale

Handicap International is present in Dadaab refugee camps since 2007 through its development department. In response to the recent and massive influx of refugees, Handicap International’s Emergency Response Department has launched in August 2011 a holistic approach called Disability and Vulnerability Focal Point (DVFP) to respond to the needs of the most vulnerable newly arrived refugees.

The strategy of these DVFPs is to identify most vulnerable persons and enhance their access to essential basic and specific services through different mechanisms as well as through direct services’ provision.

Handicap International is also currently launching a new activity to respond to the needs of people suffering from ARI (Acute Respiratory Infections) especially amongst malnourished children.

Global Objective Of The Position

Based in Nairobi, you will locally assure the purchase of material in accordance with all HI purchase procedures. As an assistant support logistician, you will organize, centralize and file all the procurements files and ensure an efficient following of the items till the delivery. You will also support the Nairobi logistician in his entire routines job, including the Nairobi base management.

Responsibilities

1. Purchasing follow-up
  • With the support of Capital Logistician, process requests received from the program through quotation requests, supplier identification and purchasing in respect to Handicap international procurement procedures
  • Ensure adequate information is available from the program and relayed accordingly to suppliers for the purposes of quoting and supply
  • Participate in negotiation process for best value of money in consideration to acceptable price, Quality, delivery periods and payment terms
  • Ensure that all the purchase requests are duly validated before final purchase process
  • Follow-up with suppliers on deliveries in line with the delay period required
2. Stock control and movement
  • Ensure goods delivered conforms to the defined quality and quantities through physical inspection on reception for all material purchased in Nairobi
  • Keeps an updated inventory of the material purchased and awaiting transport request from the Program at Nairobi level
  • Under the supervision of the capital logistician, plan and organise transportation of material upon request by the program team
  • Assists the Capital Logistician to identify suitable and the best transport service providers
  • Ensure goods are well packed for transportation with acceptable weight limits and labelling
  • Ensure all transport documents ( Packing lists, waybill, customs documents) are well prepared
  • Supervising the loading whenever goods are despatched
3. Administrative compliance of purchases files
  • Ensure the adequate filling of purchases files in sequence and due validations by signature including dates on all documents.
  • Maintain well organized records of the orders according to the HI purchase procedures.
  • Ensure that suppliers are paid on time and copies of payment kept on file
4. Reporting
  • Submit to the Capital logistician the Purchase Service request (PSR) follow-up on weekly basis
  • Submit to the capital logistician movement follow-up on daily update
  • Follow the equipment list and lending process.
5. Other duties
  • To perform any other duty as may be delegated through the Capital Logistician or Logistics Coordinator
